Microsoft needs the Xbox One to live in a perpetual discount so that people can get great games at normal prices. For reasons that are still unknown to this day, the games for consoles are more expensive than the PC counterpart. It might have something to do with piracy. Since console gamers don't usually use pirated games, they have to buy the original, so the publishers know that they can charge more.
In any case, any discount on the Xbox Games Store is the perfect moment to get some great titles, and from time to time, some amazing games will be made available soon after their launch. The same is happening now with Rise of the Tomb Raider, which is already available with a small discount.
