Blizzard wants to get feedback from players on the upcoming update

Blizzard, in between working on patches for Diablo 3's variety of issues, has also discussed about the Player-versus-Player mode that will be brought forth by update 1.1, saying that it will be available for testing at a later time on a special Public Test Realm.

While Blizzard has an army of testers to try out different games and patches, players are always much better at spotting potential issues, so every update for games like World of Warcraft is usually tried out on a Public Test Realm.

The same mechanic will soon be set up for Diablo 3, as Blizzard has confirmed that the long-awaited PvP mode will be available for public testing in the near future.

“We’re going full Steam ahead on the PvP patch, which will also include a number of game changes unrelated to PvP, and we look forward to sharing more about that as we get closer to opening up a PTR, where you’ll be able to test out our changes - and enjoy mercilessly slaughtering one another in the PvP arena.”

As of yet, however, Blizzard is working on patch 1.0.3, which will appear for Diablo 3 in the near future.
