The U.S. Army's Internal Surveillance Group (ISG) has learned that a top-secret weapon developed by the armed forces is about to fall into the hands of the European terrorist organization known as W.O.L.F. In response, the ISG instructs Captain William Rush to head to California and investigate the incident.
