They are actively trying to kill the main character

Lightning Returns: Final Fantasy XIII might be the story of how a world is saved, but the team working on the title at Square Enix will also include a faction of rebels who are actively working to undermine the main character.

An interview from Japanese magazine Famitsu translated by Siliconera says that the rebels are based in the city of Luxerion and are killing people in order to expose the identity of the Liberator, who was named by the god Bhunivelze.

The ultimate aim of the faction is to kill Lightning and hasten the destruction of the world.

Square Enix also says that Novus Partus, the setting of Lightning Returns: Final Fantasy XIII, has been stagnant for 500 years, with no births and no evolution of society.

Lightning Returns: Final Fantasy XIII will be out on the PlayStation 3 and Xbox 360.
